This weekend, the WA state party caucuses meet to choose delegates and begin to draft a party platform. I plan to attend, primarily to be a voice for the strongest possible climate platform.

Here is the resolution that I plan to offer for consideration:

Climate Crisis Resolution

Whereas we recognize that disruption of the global climate threatens to undermine our ability to achieve all other Democratic Party goals including economic prosperity, national security, social justice, and a healthy environment.

Whereas the window of opportunity to forestall climate chaos is rapidly closing and we must act now, boldly and with a long-term vision.

Whereas the actions needed to prevent climate disruption will produce economic opportunities that can and must be shared by all.

Therefore, climate policy should include:

1.Carbon pricing with full revenue recycling that is used both to enhance economic efficiency and to offset regressive impacts on low-income people and small businesses.

2.Greenhouse gas reduction targets of 20% by 2020 and 80% by 2050 below 1990 levels for the State of Washington.

3.Create a wave of green collar jobs by launching a Clean Energy Corps to increase energy efficiency of buildings by 20% by 2015, and use these jobs to lift people out of poverty.

4.No new coal unless it captures CO2 successfully and can be proven without leakage.

5.Launch a new Project Apollo to greatly increase investment in energy technology Research and Development.

6.Act vigorously to halt deforestation, which comprises approximately 20% of global GHG emissions.

7.Support developing nations in choosing a clean energy pathway out of poverty.
