I hadn't heard of technocracy before.  Quoting from that article referenced:

"What’s technocracy you ask? Technocrats desire a zero growth socio-economic system based upon conservation and abundance, as opposed to scarcity-based economic systems like capitalism.  "

Interesting.  Seems to me like "technocracy" is another way of saying people living in harmony with Earth.  Technology is part of Earth's system, so there is no real technocracy... though there is a system based on conservation and abundance.  

 The their are benefits of global communication of the citizens of all nations.  But it is the local democracy, the local control, local economy, and local reduction of environmental impact... together in solidariity with other local areas that will really be the change and what gives sustainability of human culture its roots.
