Global warming policy falls roughly into three different areas.

1. Industrialized countries: how to reduce the amount of global warming pollution produced in a modern, industrialized economy;
2. Developing countries: how to enable developing nations to industrialize along a clean technology path;
3. Deforestation: how to halt deforestation (responsible for 20-30% of global warming pollution).

There's overlap between these areas, but the policy issues are different enough that it is convenient to divide them this way.
